Proposed changes to how developers apply for projects in the Snyderville Basin moved forward Wednesday, July 29, as the Summit County Council held a work session on a development code overhaul and opened a public hearing on Basin Recreation's plan to update impact fees.

The Council also considered a multi-party road improvement agreement for eastern Summit County and amendments to North Summit Fire Service District personnel policies. Vote outcomes on all four items have not been posted; official minutes are expected around July 31.

Development code changes still in work session

Ordinance No. 1016, which would rewrite key sections of the Snyderville Basin Development Code, came before the Council as a work session item only. No vote was taken.

The ordinance targets four code sections: Master Planned Developments (10-2-18), Development Application Procedure and Approval Process (10-3), Amendment to the Zoning Map (10-7-4), and Definitions (10-11). County Planner Amanda Curtis presented the proposal, designated Project #26-078.

The ordinance had been scheduled for a public hearing and possible vote at the Council's July 8 meeting in Coalville but was pushed back. The Snyderville Basin Planning Commission forwarded it with a positive recommendation on June 23 in a 4-1-2 vote. Commissioners Matthew Nagie, Spencer Young, Peter Van Stee, and Teague Cowley voted in favor; Heather Peteroy voted against; Tyann Mooney and Eric Sagerman were absent.

As we reported July 27, no vote on the ordinance was expected Wednesday. The specific text of the proposed amendments has not been publicly summarized by the county.

Basin Recreation impact fee hearing

The Council, sitting as the governing board of the Snyderville Basin Recreation Special Service District, held a 6 p.m. public hearing on Resolution No. SBSRD 2026-18. The resolution would adopt an Impact Fee Facilities Plan prepared by Zions Public Finance and dated June 2026.

Under the Utah Impact Fees Act, adopting the plan is the required legal step before Basin Recreation can update what it charges developers for parks, trails, open space, and recreation facilities. District Director Rob Parrish and Ryan Bruce presented the item.

Basin Recreation's service population is projected to grow from 25,597 to 30,709 by 2036, and the Fieldhouse in Kimball Junction is expected to hit capacity in 2027, according to district projections presented to the Council on July 15.

"We need to look at how we can plan for facilities to meet current resident needs, as well as plan for growth," Parrish told the Park Record on July 2, when discussing the district's expansion plans.

Council Chair Canice Harte acknowledged the cost pressures at the July 15 meeting, saying new facilities carry not just construction costs but ongoing operations and maintenance expenses.

The impact fee plan is separate from Basin Recreation's proposed $150 million general obligation bond for two new recreation centers, though both address the same growth pressures. The bond question could go to voters in November if the Council approves a resolution by early September.

Road agreement for eastern Summit County

At 4:40 p.m., the Council considered a Memorandum of Agreement dated July 23 between Summit County, Wasatch County, Jovid Mark II LLC, and Black Rock Estates Master Association Inc. The agreement concerns road improvement and maintenance in unincorporated eastern Summit County. Ryan Stack presented the item. Specific terms, including cost-sharing and the road's exact location, were not available in public documents reviewed.

Fire district personnel policies

The Council convened as the governing board of the North Summit Fire Service District at 4:25 p.m. to consider amendments to the district's personnel policies in Sections 8, 9, 13, and 14. Chief Nielson and Battalion Chief Tyler Rowser of Wanship presented the item. The specific content of the policy changes was not detailed in the posted agenda.
