A 74-condo development for residents 55 and older won unanimous support from the Snyderville Basin Planning Commission on Tuesday, Sept. 8. The vote sends a rezoning recommendation for Silver Creek Village land to the Summit County Council for a final decision.

The project, called Latitudes, would include 30 affordable units, retail and community space, a public park, a gym and a coworking space along Pace Frontage Road near Silver Summit, KPCW reported. Nightly rentals would be banned.

Developer Clive Bridgwater told commissioners the project will feature underground and surface parking, plus a new High Valley Transit shelter. The site sits just north of Burt Brothers Tire & Service, near a gas station and Home Depot.

Commissioner Tyann Mooney said the development team addressed the county's earlier concerns after first presenting the plans in summer 2025.

"I think it's been a really thorough job, and I think they've listened to our concerns," Mooney said.

Commissioner Heather Peteroy voted in favor but said she struggled with placing a 60-foot residential building in what she described as a light-industrial neighborhood. She said the building could be beautiful and serve its purpose, but the surrounding area did not feel like the right fit.

Other commissioners said the project could help diversify development in the area.

Latitudes is one of several mixed-use projects taking shape near Silver Creek. The Summit County Council approved a separate rezone Sept. 2 for Crossroads at Silver Creek, a 90-unit development with commercial and nonprofit space across Interstate 80.

The county has set a goal of approving 1,500 affordable housing units by the end of 2036. It is unclear whether the 30 affordable Latitudes units would count toward that target or how "affordable" is defined for this project.

No council hearing date for the Latitudes rezoning has been published. The Summit County Council's next public hearings are scheduled for Wednesday, Sept. 16, and Wednesday, Sept. 23, at the Richins Building, 1885 W. Ute Blvd., Park City. Residents can check the Summit County Council's meeting calendar for updated agendas.
