The Snyderville Basin Planning Commission could forward proposed General Plan amendments to the Summit County Council on Tuesday, Nov. 10.
The commission will discuss proposed amendments to the Basin's foundational land-use document and may vote to forward a recommendation to the council, according to the meeting agenda. The session begins at 6 p.m. at the Sheldon Richins Auditorium, 1885 W. Ute Blvd., Park City.
Residents can also join by Zoom or phone using the meeting information provided by the county.
What's changing
The update touches on population, transportation, housing, water resources and other issues affecting the Basin, according to the Summit County Community Development Department's staff report for the Nov. 10 meeting.
The current General Plan was adopted in 2015, and the county says the Basin has seen significant changes since then.
The county's General Plan updates page states that much of the big-picture themes and goals will remain the same, but specificity will be added to policies and strategies. The plan's organization will also be updated to accommodate new state requirements, including a Water Use Element.
The staff report identifies Chapters 1 through 10 as the focus of the current amendments. The agenda and accompanying draft ordinance reference Chapters 1 through 11.
Chapter 11 contains neighborhood plans, which the staff report says will be reviewed through a separate future effort.
One concrete map change is on the table: redesignating the FJ Gillmor Subdivision, located behind Home Depot, from "Very Low Density (potential open space)" to "Mixed Use Area."
The staff report identifies that as the only Future Land Use Map change proposed in the current review.
How it got here
Principal Planner Ray Milliner and County Planner Mustapha Osman are presenting the item.
Over the past six months, the commission held several work sessions on the draft, the staff report states.
The commission held a public hearing on Aug. 25, 2026, but did not forward a recommendation afterward, according to the draft ordinance.
A second public hearing took place Oct. 13. Commissioners closed public testimony, discussed the amendments and directed staff to address their comments before further consideration.
The county's Our Summit community visioning process helped shape the update. Priorities identified through that process include open space, community character, trails and recreation, housing options, transportation and access to local services.
Staff recommends that the commission forward a positive recommendation to the Summit County Council.
What it doesn't do
The proposed amendment does not approve a specific development or remove site-specific development restrictions, according to the staff report's findings.
Although the proposed map amendment would change the future land-use designation of the FJ Gillmor Subdivision, it would not itself authorize construction or change the property's zoning.
Specific development proposals would remain subject to county regulations and applicable review procedures.
Neighborhood-level plans will follow in a future process that the staff report says will include surveys, workshops and focused discussions for areas with major land-use questions.
Two other hearings canceled
Two conditional use permit hearings originally scheduled for Nov. 10 have been canceled and will be rescheduled.
One involved an accessory building at 1078 E. Parkway Drive.
The other involved a remodel and expansion of the skate park at the Trailside Park complex, 5715 Trailside Drive, proposed by the Snyderville Basin Special Recreation District.
Neither proposal is scheduled for a decision at the Nov. 10 meeting.
The commission meets on the second and fourth Tuesday of each month. Residents who need accommodations can contact Vicki Geary at the Summit County Community Development Department at 435-336-3123.
