The Summit County Council will hold public hearings on two large mixed-use development proposals on Wednesday, Sept. 2, giving Basin residents their first formal chance to weigh in on projects that could reshape Kimball Junction and Silver Creek.
The headliner is Junction Commons, the 320,000-square-foot outdoor shopping center formerly known as Outlets Park City at 6699 N. Landmark Drive. Applicant Craig Elliott of Elliott Workgroup is asking the council to rezone the parcel from the Town Center Zone to Neighborhood Mixed-Use 1 and approve a 19-building mixed-use redevelopment. The property owner of record is SRE Ontario LLC.
The same site is where Nordstrom Rack announced an Oct. 22 store opening on Aug. 3.
Senior planner Amir Caus is assigned to the Junction Commons project (#24-087). The council conducted a site visit and work session on the property June 24, but the Sept. 2 hearing marks the first time the public can formally comment. Because the project is classified as a Legislative Review, the County Council, not the Snyderville Basin Planning Commission, makes the final decision.
Council members have already signaled tension over the proposal's scale. KPCW reported in August that members told Junction Commons' owners the housing component is too large. That friction surfaced during the council's Aug. 5 vote on the county Housing Authority's strategic plan, when Councilmember Chris Robinson said the county talks big on housing but balks at specifics.
"I think we're schizophrenic as a county, where we set goals — we want 1,500 units, we want, have all these aspirational things — but then when we come to do them, we say, 'Well, geez, we don't want any of that.' 'We don't want that. That's going to induce growth,'" Robinson said at the Aug. 5 meeting.
The council set a goal of approving 1,500 affordable housing units by the end of 2036 but has not yet rezoned land for any of them. The last rezone the council approved was 12 townhomes on a former Pinebrook tennis court in 2023.
The council approved the housing strategic plan 4-1. Councilmember Roger Armstrong, the lone no vote, said at the same meeting that approving the plan meant endorsing what he called an aggressive level of housing development.
Crossroads at Silver Creek
The second hearing covers Crossroads at Silver Creek, a proposal to rezone land at 7131 N. Silver Creek Road from Rural Residential to Community Commercial and approve a Master Planned Development. The project calls for 66 townhomes, 4 apartments, 20 affordable housing units and 32,000 square feet of retail and commercial space — 90 residential units total.
Tony Tyler is the authorized representative for owner CPD Silver Creek, LLC. Senior planner Tiffanie N. Robinson is assigned to the project. The Snyderville Basin Planning Commission forwarded a positive recommendation on the proposal in July after what the Park Record described as years of negotiations.
